Department by department

The adopted general-fund budget of each department (General Services District plus Urban Services District), from Metro's Operating Budget Books, with the actual spending later books print for each year. This is the tax-supported budget the Council votes on; grant and special-revenue funds are grouped by fund in the books and are not attributed to departments here. Schools appear as the General Purpose School Fund, debt service as the three debt-service funds, and the Administrative pool holds pensions, subsidies and transfers that belong to no department.

One department over time

Adopted budget by year, the actual spending later books report, and where the FY2016 budget would be had it grown with population × government costs. FY2017 and FY2018 are the amended budgets printed in later books (those two books are not online); FY2027 is the recommended budget.

Nearly every department outgrew people and government costs in the last ten years

Growth multiple of the adopted general-fund budget FY2016 → FY2026, departments with at least $5 million in FY2026. The dashed line is population × government costs over the same ten years.

Inside the Administrative pool: subsidies and reserves, more than benefits

The largest lines of department 001 Administrative, the non-departmental budget: subsidies to WeGo (MTA) and the Hospital Authority, the transfer that funds the 4% capital reserve, employee insurance matches, correctional healthcare, the Barnes housing fund and tax-increment payments. Adopted budgets FY2016, FY2021 and FY2026; the FY2026 waste-services transfer is new because waste collection left the Urban Services District that year.
